	abstract = {This work introduces designing adaptable (mobile) Electric Vehicle charging station infrastructure, employing evolvability and dynamic optimization framework to identify layouts that are not only optimal for current traffic and network conditions but also facilitate easy adaptation to future changes. The framework leverages mechanisms of evolvability, including regulatory change, exploration, and diversity, to enhance the adaptability of the solutions and is tested across 20 cities. A single-objective optimization approach, which implicitly considers the number of reconfigurations is compared with with a bi-level and bi-objective formulation that explicitly minimizes reconfigurations. Results show that while explicit optimization reduces reconfigurations, the implicit approach achieves lower travel times and a better overall balance between operational efficiency and adaptability. Across all cities analyzed, the implicit formulation consistently yields lower travel times relative to the explicit formulation.},
